Is it possible to move stomach fat to your breasts?

I am a 16 year old female and have really small breasts. I heard that gaining body weight could make them bigger, so I gained some weight, except it all went to my stomach and now I am so fat!!

Are there any exercises or something that can enlarge my breasts, or transfer most of the fat from my stomach to my breasts?
