Can I gain about ten pounds without getting a bigger belly or the weight being pure fat?

I’m trying to gain it in muscle but I’m only losing weight. If I eat more calories, won’t that just turn in to pure belly fat/bad kind of fat? I want to be toned but I have to gain about ten pounds and the muscle thing doesn’t appear to be working… =/
